The Helsinki summit is over, and we are all left struggling to find the words to capture the nightmare that in the space of less than 24 hours destroyed years of American diplomacy, sacrifice and leadership. So perhaps we should just admit what our own eyes cannot deny: We have now witnessed the very worst humiliation of a president of the United States ever, and one of the lowest points in the history of the American presidency.
We can surmise Trump never really pressed Putin in private on those indictments of a dozen Russian officers tainting our election, at least not in a serious way. To the extent our American President brought it up, I’m sure it was done with a wink & a nod. Just look at this past week. Our allies in the E.U. from whom our alliance has served us well for more than a half-century for our mutual security, the American President just distanced himself from the E.U. while favoring our long-time adversary. Putin is the same thuggish dictator who also interferes in the European elections & poisons their citizens. There is no justification for Trump taking the wrong side! The President does look seriously compromised & the word traitor should legitimately enter our lexicon! That we even have to consider such a thought of an American president shows how dangerous our situation has become.

The latest news from special counsel Robert Mueller is a stunning indictment of…President Donald Trump and his Republican minions. For almost two years, Trump and his defenders have dismissed, downplayed, and denied the Russian attack on the 2016 presidential election, and they have denigrated Mueller’s investigation as a “witch hunt” and a partisan hit job. Recently, Trump amplified Vladimir Putin’s claim that Moscow did not intervene in the campaign and declared that Putin was “fine.” That is, Trump gave the Oval Office seal of approval to Russian disinformation. And the day before Mueller charged 12 Russian intelligence officials with conspiring to intervene in the election and committing cyber fraud and money laundering, Trump’s GOP foot soldiers on Capitol Hill staged an absurd circus, spending almost 10 hours on a hearing attacking FBI official Peter Strzok in order to discredit the Mueller probe. Not once since Election Day 2016 have congressional Republicans devoted as much passion and time to a hearing focused on how Putin waged information warfare on the United States to help Trump become president.
It is absurd that the Russian assault on American democracy has been a matter of debate. The US intelligence community, most of Trump’s own senior national security appointees, and the GOP-led House and Senate intelligence committees have each accepted the assessment that the hack-and-dump operation that targeted Hillary Clinton’s campaign was mounted by Russian intelligence under instructions from Putin. Still, Trump has repeatedly questioned Russian culpability, and his Republican enablers have generally let his assertions go unchallenged and applied their energy to promoting distractions and conspiracy theories that divert attention from the two core elements of the Trump-Russia scandal: Russia attacked the United States, and Trump and his lieutenants, during and after the election, aided that attack by joining with Moscow in denying Russia was the culprit. (Mueller’s new indictment contains this stunning allegation: Russian intelligence operatives tried to hack into email accounts used by Clinton’s personal office and her campaign on the same day—July 27, 2016—that Trump publicly said, “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing.”)
Though the indictment does not address this particular issue, it does indirectly cast light on the sin that Trump and his henchmen have been trying to hide: They helped this Russian operation by repeatedly insisting it wasn’t happening. The main question in this scandal is not whether there was outright collusion between Trump and the indicted Russian intelligence operatives. (Who seriously believes that Trump told Viktor Borisovich Netyksho or the 11 other indicted Russians what DNC documents to pilfer or how to release them?) Trump’s already proven transgression is that during the campaign he kept insisting Russia was not engaged in this wrongdoing—even after he was told in a briefing by US intelligence that Moscow was mounting this assault. Trump’s echoing of Moscow’s own denials helped a foreign adversary as it sought to covertly influence an American election.
For a long time, I and others have contended this is the foundation of the Trump-Russia affair. (Over a year ago, I went through how Trump and his crew assisted and encouraged Moscow.) Yet Trump and his acolytes have sought to draw notice away from this profound act of betrayal. Their mission: to prevent thorough consideration of the Russian attack and Trump’s role in the cover-up. After all, these are misdeeds that do raise questions about Trump’s legitimacy as president—or, at least, his ability and willingness to fulfill his No. 1 responsibility: protect the nation. Mueller’s indictment, perfectly timed for Trump’s upcoming summit with Putin, inhibits Trump’s self-serving effort to make the Trump-Russia scandal vanish. It undercuts his attempts—and those of his amen chorus—to move past his treachery. It places the Russian attack in the spotlight and rings a bell on Trump. In between the lines, the indictment presents a grave charge: Trump abetted a serious Russian operation to undermine an American election. It also conveys an important message: This story is not over yet.

There are plenty of signs that Mueller is just getting started: The most blatant indication of “collusion” has mostly been written off as a joke. During a press conference on July 27, 2016, months before the election, Trump famously urged Russia, “if you’re listening,” to “find the 30,000 e-mails that are missing”—referring to documents that had been deleted from Clinton’s personal e-mail server. Trump later said he was speaking in jest. However, the latest indictment suggests that the Russians took Trump seriously. That evening, according to the Justice Department, “the Conspirators attempted after hours to spearphish for the first time e-mail accounts at a domain hosted by a third party provider and used by Clinton’s personal office. At or around the same time, they also targeted seventy-six e-mail addresses at the domain for the Clinton Campaign.”
Trump or his associates could be in more of a pickle, however, if it were revealed that they had foreknowledge of the Russian hacking—and here Mueller again drops clues. According to the indictment, a figure posing as Guccifer 2.0 communicated with “a person who was in regular contact with senior members of the presidential campaign.” In August 2016, the indictment says, “Guccifer 2.0” wrote to this person, “Thank u for writing back . . . do u find anyt[h]ing interesting in the docs i posted?” Two days later, they said, “please tell me if i can help u anyhow . . . it would be a great pleasure to me.”
In another instance, the unidentified person—widely speculated to be Trump confidant Roger Stone—responded to Guccifer 2.0. Referring to a stolen D.C.C.C. document posted online, Guccifer 2.0 asked, “what do u think of the info on the turnout model for the democrats entire presidential campaign.” The person they were in contact wrote back: “pretty standard.” (Stone has denied that he is the person referred to in the indictment.) Were there additional points of contact between the Russians and associates of the Trump campaign, using WikiLeaks as an intermediary? We already know that Donald Trump Jr., Stone, and a Cambridge Analytica director, among others, had communications with WikiLeaks—alleged by U.S. intelligence agencies to function as a Russian cutout.
In Friday’s indictment, Mueller refers to “Organization 1,” a name that presumably refers to WikiLeaks, and asserts that it was coordinating the publication of the leaked D.N.C. e-mails with Guccifer 2.0. If true, it would mean that WikiLeaks was not a neutral journalistic interest in the hacking saga, but, perhaps, an active participant. In the summer of 2016, according to the D.O.J., “Organization 1” wrote to Guccifer 2.0, asking it to “[s]end any new material [stolen from the DNC] here for us to review and it will . . . have a much higher impact than what you are doing.” Then they added: “if you have anything hillary related we want it in the next tweo [sic] days prefable [sic] because the DNC [Democratic National Convention] is approaching and she will solidify bernie supporters behind her after.” Guccifer 2.0 responded: “ok . . . i see.”
According to the indictment, “a candidate for U.S. Congress” contacted “Guccifer 2.0” requesting stolen information from the D.N.C.’s leaked server “on or about” August 15, 2016—the date the Guccifer 2.0 blog published a stolen D.C.C.C. memo. The memo doesn’t name a candidate involved in the conversation, or their party affiliation. But the fact that Mueller makes a note of the connection seems remarkable. As with the other references to U.S. political actors in communication with Russians or Russian-associated entities, the special counsel’s office appears to be building a framework for drawing connections between Moscow and Trump.

On Friday, Deputy Attorney General Rod Rosenstein announced a series of indictments against 12 Russian intelligence operatives for hacking various Democratic Party and state election infrastructure organs in an effort to interfere in the 2016 election. As Slate’s Ben Mathis-Lilley pointed out, one seemingly noteworthy effort came when the Russians attempted to hack Hillary Clinton’s “personal office” on the same day Donald Trump publicly stated he hoped Russia would hack Clinton’s emails. This wasn’t the only circumstantial evidence in Friday’s indictment of a connection between the actions of Russian hackers and those of the Trump campaign. The indictment lays out evidence that the 2016 election hacks were carried out by members of the Russian military intelligence agency GRU. Paul Manafort, who is currently awaiting trial for charges related to alleged undisclosed lobbying work on behalf of a pro-Russian Ukrainian political party, was cementing his position in the Trump campaign throughout the period of the hacking. Manafort would eventually rise to chairman of the campaign, and as he carried out that role he was also communicating with Konstantin Kilimnik about the possibility that Manafort might offer private briefings to one of Vladimir Putin’s closest allies. According to court filings by Mueller, Kilimnik was known by Manafort’s employee Rick Gates to be a “former Russian Intelligence Officer with GRU.” During the election, then, Manafort was working closely with a former agent of the Russian intelligence group that hacked the election.

1. The Russians allegedly hacked America’s election infrastructure, including state election boards and secretaries of state. The allegations in Friday’s indictment went well beyond merely hacking the Clinton campaign and Democratic campaign committees. From one state election board, the Russians managed to steal information on 500,000 voters, Rosenstein said, although he did not identify which state. Trump won the 2016 election by winning three key states by slim margins that added up to around 80,000 votes. The Russians also “targeted state and local offices responsible for administering the elections; and sent spearphishing emails to people involved in administering elections, with malware attached,” Rosenstein said. He stressed, however, that the indictments contained “no allegation that the conspiracy altered the vote count or changed any election result.”
2. An American congressional candidate allegedly asked for, and received, stolen documents about his or her opponent from the Russians. According to the indictment, the operatives allegedly provided stolen campaign documents to a candidate for Congress. “On or about August 15, 2016, the conspirators received a request for stolen documents from a candidate for U.S. Congress,” the indictment said. The conspirators “sent the candidate stolen documents related to the candidate’s opponent.”
The candidate was not identified in the indictment.
3. A journalist allegedly discussed with the Russian front account, Guccifer 2.0, about when to release stolen documents related to Black Lives Matter. The reporter, who is not named in the indictment, also “offered to write an article” about the release of the stolen documents. Russia’s efforts to use the Black Lives Matter movement to stoke racial tensions, and its attempts to turn Black Lives Matter supporters against Clinton, have been criticized as among the most insidious elements of Russia’s 2016 election influence campaign.
4. Russian hackers targeted Clinton emails the same day Trump called for them to find “missing” emails. On July 27, 2016, Trump said during a campaign event, “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing,” referring to emails Clinton deleted from her server because she said they were personal. According to the indictment, that same day, Russians “attempted after hours to spearphish for the first time email accounts at a domain hosted by a third party server used by Clinton’s personal office.” The implication here is that Russian operatives did what Trump asked them to do, but the indictment specifically says: “There is no allegation in this indictment that any American citizen committed a crime.” Nor does the indictment name any Americans.
5. Trump knew about these indictments well before they were announced. “I briefed President Trump about these allegations earlier this week,” Rosenstein said Friday. “The President is fully aware of today’s actions by the Department.” Despite this, Trump has made no changes to his plan to meet with Russian President Vladimir Putin on Monday in Helsinki. He has also publicly maintained a positive attitude towards Russia and Putin all week, as he attended meetings in Brussels and London. On Friday, he seemed like he might let stand Putin’s denial of Russia’s interference in the election, despite evidence to the contrary.

I realize using the “T” word comes across as a little strong, but not after Helsinki. I go by what I see, which Trump’s glowing praise for Putin & all the circumstantial evidence in conjunction with hard evidence in the various indictments, can lead us to an obvious perspective & perhaps real conclusion, the possibility what Trump has done might be treasonous. This is an extraordinary moment. It is without equal, not only in American history but in modern history. A hostile foreign power intervened in our election to help elect a man president who has since actively served their interests and has defended them at every turn. Trump may deny collusion. But given that this the attack continues, denying it is collusion, distracting from it is collusion, obstructing the investigation of it is collusion — because all these things enable it to go on. That the president is abetted in his aid for the Russians — again, in the midst of this ongoing attack — by the leadership of the Republican Party makes the situation all the more extraordinary and dangerous. As Republicans seek to undermine the investigation, they serve Russia as directly as if they were officers of the GRU. Some now reportedly seek to impeach Rosenstein on trumped up charges. To attack one of our national defense leaders as we are being attacked, and to do so to benefit our foreign adversary, is textbook treason.
That is strong language. But consider this: If we updated our definitions of war to include cyberwar, then aiding a foreign power engaged in such a war against us would certainly meet the Constitutional definition: “Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort.” When only semantics protect our president and our ruling party from the harsh sentences treason demands, we need to recognize the severity of the situation. But more importantly, we need to recognize one of the most important implications of yesterday: while we who watch or chat on cable news have lost the plot here, while the GOP makes it about personal attacks on FBI officers, while the President makes it about him, while many of us make it about partisan politics, Robert Mueller and Rod Rosenstein have kept their eye on the ball. They recognize, as does Coats and as do the leaders of our intelligence community and as does every law-enforcement and national security expert with whom I have spoken that this is, above all and most urgently, is a national security crisis for the United States.
We have been the target of the most successful cyber and information warfare operation in history and that operation is ongoing. We have great capabilities to defend ourselves as the indictments’ bravura act of naming names and specific military units revealed. But the Russians are gaining know-how daily, too. At stake are the results in our 2018 and 2020 elections and the integrity of our political system. This enemy seeks not only to put puppets, or weak or deficient leaders in place, it seeks to gain leverage over them as they come to realize they are not the beneficiaries of the Russian attacks. (We now know clearly how that works.) They seek to use them to advance their interests on a broad international front (consider their success in achieving this goal thus far in this administration … you need to look back no further than this week’s NATO Summit.)
If they succeed, America will be profoundly weakened, our standing, our alliances and the international system we built may be irreversibly damaged. What is more, at this point, given the success the Russians have had to date and the power of their defenders within our system, we simply do not know whether this ambitious campaign of theirs will continue to succeed. Their collaborators could kill the investigation that is revealing the scope and nature of their plans. Their colluders could win victory after victory. And so can the Russians.
